The fog is, without qualification, the most complete element of The Elder Scrolls VII. Maintained by a dedicated team that has grown from seven members to forty on the argument that “the fog deserves it,” it is more finished than the rest of the game combined, and everyone involved knows it.
A recent playtest contained no game — only fog. Three testers wept. One described it as the best thing the studio has ever made. He may be right. A subsequent fog-team offsite, held in a genuinely foggy cabin, was reported to be “too on the nose” and “spiritually overwhelming.”
“Just Fog” is now the recommended default difficulty. The other modes remain available for players who insist on seeing things.
